  • OASIS provides flexible and innovative solutions for complex professional services.
  • OASIS is open for use to all Federal and Department of Defense Agencies Worldwide. GSA can assist agencies with their orders, or agency contracting officers with a delegation of procurement authority can order directly from the contract.
  • OASIS provides support for Commercial and Non-Commercial requirements, which means any contract type may be utilized.
  • Overall, OASIS is the most comprehensive and flexible contract vehicle for procuring complex professional services.
  • OASIS (U) is a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract that provide flexible and innovative solutions for complex professional services. These contracts:
    • Span many areas of expertise and mission spaces;
    • Span multiple professional service disciplines;
    • Allow flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level; and
    • Allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level.
  • The core disciplines of the contract include Program Management Services, Management Consulting Services, Logistics Services, Engineering Services, Scientific Services, and Financial Services.
  • OASIS is a 10 year (five-year base period with one five-year option) and has 224 awards across 7 Pools representing 74 companies.
  • OASIS’s streamlined ordering procedures are based on ”best value” of the FAR 16.505 Fair Opportunity process.
  • OASIS Labor Categories are aligned with occupations outlined in OMB’s Standard Occupational Classification (SOC) system and provides a choice of 104 Labor Categories with 4 levels of knowledge & experience. The remainder of the 840 SOC occupations can be added and priced at the task order level as ancillary labor.
  • OASIS has no dollar value limit on task orders except as may be governed by the FAR.
  • Protests are limited either to (1) grounds that an order increases scope, period and maximum value of the contracts or (2) protests of orders in excess of $10 million.  Protest may only be filed with the GAO.
  • OASIS offers an Innovative tiered access fee, ranging from 0.1 percent to 0.75 percent based on obligation level.
  • OASIS includes NO provisions for limitations on subcontracting. OASIS awardees may subcontract to provide a total solution, small business subcontracting goals = 50% of subcontracted dollars.


The scope of OASIS spans many areas of expertise and includes any and all components required to formulate a total solution to a professional services based requirement, except for those services specifically prohibited in Section C.5 of the OASIS contract. These areas of expertise include, but are not limited to the following categories:

Regardless of the particular area of expertise or mission space of the agency originating the requirement, OASIS may be used to support and/or improve an organization’s Program Management, Management Consulting, Engineering, Scientific, Logistics, and Financial disciplines that span all life cycle phases for a total integrated solution.

Period of Performance: 
September 2, 2024 (one (1) five-year base period with one (1) five-year option). Tasks issued prior to the end of the first option period may continue for five years (total of 15 years)
Geographic Coverage: 
Contract Ceiling: 
No program ceiling for the five-year base and one five-year option, and provides for long term planning for complex program requirements.
Agency Fee: 
Contract Access Fee (CAF) is 0.75% applied to all costs (Contract provides a tiered fee structure that allows the fee to be reduced for volume use by Government ordering agencies).
