Leigh Palmer is the executive vice president of CSRA’s Intelligence Group charged with delivering next-generation IT services and solutions to meet the mission-critical needs of the Intelligence Community. Leigh has amassed more than 20 years of experience in federal contracting across civil, defense and intelligence markets.

During her career, Leigh has worked on delivering both products and services to government customers in small and large business environments. This has given her a broad and deep understanding of the market, its participants and what it takes to deliver different types of solutions to meet the critical mission priorities of the U.S. government. Leigh has a particular passion for turning troubled programs into success stories and has a track record of delivering innovation and new technologies to drive positive mission outcomes. One of Leigh’s major focuses is the identification, development, and retention of industry-leading talent and the creation of outstanding teams that consistently deliver positive customer experiences.

Leigh has extensive experience managing the strategic direction, growth and flawless execution of programs across the Intelligence Community, having held several senior roles within the federal IT sector. Prior to joining CSRA, Leigh held multiple positions within BAE Systems’ Intelligence business, including vice president, National Information Technology Mission Solutions within the Intelligence and Security sector; vice president, Advanced Programs within the Information Technology and Cybersecurity Solutions business unit; director in a Cybersecurity business unit; and several management positions overseeing BAE System’s technology deployment programs for intelligence community customers. Before BAE Systems, Leigh was a department manager at Northrop Grumman Corporation.

Leigh grew up in a military family and has been around government contracting and military environments throughout her entire life. Leigh has a bachelor’s degree from Virginia Tech and a graduate degree from the University of Pennsylvania. She holds Project Management Professional and Information Technology Infrastructure Library certifications. She is passionate about diversity, leadership development and STEM education for the future of our country and believes we must find a way to attract the best and brightest minds to our nation’s most pressing national security issues.

Leigh is a mom to two wonderful kids that keep her extremely busy. In her spare time, she plays soccer with a women’s team she’s been a member of for 15 years. She also likes to read.
