In October 2015, the Office of Management and Budget (OMB) created a new organization to transform the way government does business internally to improve constituent services: Unified Shared Services Management (USSM).
On a recent Government Matters segment, Elizabeth Angerman, executive director of USSM, discussed the program’s efforts to reorganize the shifting government and ecosystem, and create standards to improve efficiency for both the government user and the tax payer.
“I think there is a lot of recognition in the opportunity that shared services presents is very real, especially in this administration” Angerman shared in an interview with Government Matters.
However, Angerman also points to some of the key struggles USSM is facing. “Even if you are a shared services provider today in the government, there are still real struggles of keeping technology modern,” she explained.
Angerman suggested a solution to the problem is having agencies agree on standards for processes such as leveraging technology and purchasing decisions.
“If we can agree on some standards on how we do those processes, that will allow us to bring [the latest and greatest] technology in, recognize those efficiencies and better business processes, reduce some manual processing, and, ultimately, improve government performance,” Angerman said.
CSRA understands the need for standardization as the single-agency approach is inefficient and slows the adoption of improvements enabled by new technologies.
